Comprehensive Annual Financial Report
A Comprehensive Annual Financial Report (CAFR) is a set of government financial statements, which goes beyond the minimums established for Annual Financial Reports completed by public sector companies by the National Council on Governmental Accounting (NCGA). Keystone has prepared a CAFR for the past two fiscal years. The CAFR, prepared in conformance with Generally Accepted Accounting Principles (GAAP, represents the Financial Statements for the district and as such are required to have an annual audit. The report below includes the audit opinion.

District 5-Year Notes & Assumptions
The following represents the Five Year Forecast for the district
as well as the notes and assumptions for the forecast. Please note that
these assumptions are based upon facts and circumstances that may
change during the fiscal year. Ohio revised code states that the Five
Year Forecast must be passed each year in October and updated in May. In
the same manner, these notes and assumptions will be updated
accordingly.
